Hong Kong Fire: False Assurances Preceded Deadly Blaze
A contractor blamed for a devastating fire in Hong Kong that killed at least 159 people was wrongly presented as having a clean safety record to residents of the affected complex, according to a new report from Reuters.
Misleading Safety Assessments
Will Power Architects, the firm hired to assess renovation bids at the Wang Fuk Court complex, assured homeowners that Prestige Construction & Engineering had no history of Labour Department prosecutions. This assurance played a key role in Prestige securing a HK$330 million renovation contract.
History of Safety Violations
However, Labour Department records reveal that Prestige had been penalized more than a dozen times between 2016 and 2019 for unsafe scaffolding and faulty electrical work. Despite this record, Will Power Architects gave Prestige's bid a high grade.
Investigation Underway
Following the November 26th fire at Wang Fuk Court, both Will Power Architects and Prestige Construction & Engineering are now under investigation for manslaughter and corruption. Authorities have stated that Prestige used substandard mesh on the scaffolding and flammable foam boards around windows.
Details of the Tragedy
Wang Fuk Court, built in the 1980s, housed approximately 2,000 small flats, primarily owned by senior citizens and blue-collar families. Problems with the renovation surfaced early, with Prestige having previously been fined HK$309,000 for 15 safety violations.
Residents' Concerns and Actions
As costs escalated and safety concerns grew, residents attempted to remove Prestige from the project, leading to a contentious meeting in September 2024. Many residents, including construction workers, took it upon themselves to monitor the site. One homeowner even removed the flammable foam boards from his windows, but his efforts were ultimately insufficient to prevent the tragedy.
